Unethical insurance practice?

I was involved in auto accident, other person's fault and HER insurance carrier has been no problem. However, she did not have enough coverage to cover all my medical expenses which made it necessary to turn back to my "under" insured motorist's coverage on my own policy. My adjuster has submitted a settlement offer to me which is less than expenses and admits he has not seen all my medical records. Is this not unethical practice? This case is due settlement in 2 weeks. Any suggestions? Thanks in advance.
