Move up the ladder. Send Progressive Car a letter certified, laying our the needed repairs and a time frame for them to respond by.
You could also get an estimate from an outside of network repair and send the bill to Progressive Car Insurance asking them to authorize it.
Have you read your policy recently, are you up againt your low limits, or why have they told you they are not fixing?

: I have an issue with my auto insurance provider, Progressive. On Dec. 26 I was in an accident on I95. I was traveling about 65 mph and suddenly started spinning laterally; as I was spinning the vehicle hit the guard railing multiple times in the front and rear. After the vehicle stopped spinning I called Progressive, and the person I was speaking with arranged for the vehicle to be towed to an auto shop that was in there network. About a week later I received a call from Progressive telling me that my vehicle was ready for pick up. I went to the shop and seen that the vehicle was not in the shape that it was before the accident. I spoke with a representative for Progressive at that time and was told that Progressive was not going to cover any more repairs from this accident. The representative told me to contact her boss and he told me the same thing, and had me contact his boss only to be told the same. I am seeking assistance in getting Progressive to finish the repairs on my vehicle.
