That's because different insruance companies use different zoning to determine their prices.
But strangely whenever I have moved it's always gone up!

: After 3 years with AIG,never had a claim. I moved 100 miles, they raised my rates by over $100. I canceled my policy, and they still billed me for $28 extra because I moved. Don't buy AIG auto insurance...
